They need "authorization" so that the bureaucratic bosses won't get in trouble. By definition, a bureaucrat does not make decisions, they just follow policy.

Sadly, the US Government is one of the slowest employers to realize that there is a difference between sitting at you desk at work, and actually working.

Not at all. its simply the nature of any bureaucracy. A bureaucrat is the most risk adverse person on the planet.
