Hi
I have tomcat server + spring + struts2
When I send a URL with query string that contains Hebrew characters, the server gets "���" in the struts action setter.
I don't have a form..I write the URL by myself on Firefox (the request is going to be send through android)

I have "district" parameter in query string, and as I said, the setDistrict method gets "���" instead of hebrew
