how to connect a web application to desktop..??

is it possible to connect a web application to desktop??
i mean i have a web form an i want that form input data should stored in single system, should not distribute..??
and when i want to perform any operations on data they should be on a desktop application(ie. displaying data, search etc.).
i mean whatever i want in web application, i can do and whatever i want in desktop i can do, but both should connected to each other..

So they should both use the same DB.

Then, just have both apps read/write to the same database...

yeah, it's simple..:-)
one more thing if i am using web application for all the data operations, and my database is on the server, can i restrict that to only a single system???
i mean the admin part should be accessible from single system only..
