Struts 1.3 on netbeans 6.9.1

I am trying to make a struts1.3 supported web application on netbeans 6.9.... i was choosing java 5e.e. at step 3 of new project wizard and at step 4 when the option come to include a framework only otion that was present is of hibernate....than i tried java 6 appears on it.....same result again....what can be the solution for it..... i can not download new version of netbeans for me as i run net on mobile only...

please help guys
