How to New messages [ hot ] or Announce in Jforum?

I want to set New messages [ hot ] or Announce for massage in my forum buy I'm not found where can I set New messages [ hot ] or Announce in Admin Admin Control Panel. I try to find in forum and I'm not found it too.

JForum defines hot messages as those who have a lot of reads/replies. Announcements are stickies within a forum. There isn't a way to set in the admin console. Stickies you set by editing the first post and selecting the radio button.

I understand hot topics - and can define the threshold for these in the admin dashboard, but can someone tell me what constitutes `New Messages' and if I can set limits for these anywhere? At the moment they appear as `new messages' for a very short time but I do not know exactly/or even roughly for how long - or does this status disappear after they are viewed x times or when they are replied to??

I am using an old instance of JForums, so if anyone can shed some light on whether `new messages' thresholds are configurable in JForums2 that would be great.
