can you buy a tom tom off the shelf and use it, or does it need to be plugged into a pc first?

You can use it out-of-the-box. You only need to connect to a PC to use TomTom HOME for map updates, quickgpsfix etc.
Or to add custom POI data, like speed cameras

I've never seen one you could plug into a PC.
