I need to track who downloaded the my app in google play.I mean i need emails of all users who downloaded my app.is there a possible leagal way to do this?

I don't think it's possible. But you can always have a "registration/activation" which will ask for a valid mail ID or better yet, using one of the accounts on the phone
 
Don't get me started about those stupid light bulbs.
