How to target my Android project to 3.0 version?

I am going to use android action bar in my project.Also i need to run my app in most phones in market.So i select best options to developing app.So which one needs to be 3.0 and others can be below 3.0?
1)Minimum Requird SDK
2)Target SDK?
3)Compile With

I know if i select 3.0 its fine.But i needs be run my app most phones in market.

most mean most API levels.like 1,2,3... 15

It doesn't make sense to support API levels that nobody uses any more. The page Maneesh linked to has crucial data on what *is* being used (assuming that you intend to distribute the app publicly) ; you should read it carefully if you haven't done so yet.

Thanks ULF.anyway imagin i select minimum sdk version 10 for my app A.Then i select minimum sdk version 12 for my app B.So my app A is running more android phones than App B.Is it true ?

Theoretically, yes. In practical terms, the difference will be negligible, because almost nobody uses levels 11 and 12, as that page shows - which you *have* read carefully by now, right?
