Problem with socket connectio

Hello i am new heare i work with java about 2-3 years but last 3 months i try to make aplications with socket and i don't know lot about to use it.
I try to make a project i have 3 class the first is an atm the second is an server-client and the 3 is a server.
the atm connect with ssl socket with server-client and the server-client connect with the server with IPsec to make it i use Socket and from mmc the policy for ipsec and not sslSocket is correct this i try ?
If this correct my program give me a problem they can't connect the Server with server-client , i run first server after server-client and the and the atm , i close the firewall i try every port is open in my pc and i run it in localhost.
if sameone can help me please because i can find the eroor .
