Creating class inside a interface

i am not able to understand how we are able to create an object of static inner class defined inside an interface .

interface outer 
{
    class inner
    {
        void disp()
        {
           
           System.out.println("inside disp");
            
        }
    }
}
public class test extends outer.inner
{
    static public void main(String as[])
    {
        outer.inner k = new outer.inner();
        k.disp();
    }
}

inside a decompiler the class is visible as:

import java.io.PrintStream;

interface outer
{
    public static class inner
    {

        void disp()
        {
            System.out.println("inside disp");
        }

        public inner()
        {
        }
    }

}

output:

inside disp

how am i able to create a new object for static class?

Static inner classes do not require (or depends on) an instance of an outer class. So, is there much of a difference if the static inner class is defined in a class or in an interface?
