Oracle Express Installer Default Language

Hi, I just downloaded Oracle Express for Windows from the following.
http://www.oracle.com/technetwork/database/database-technologies/express-edition/downloads/index.html

For some reason, the installer runs in a foreign language. Does anyone know how I can change this?

The installer usually use the OS locale. If your's is chinese then the installer shows chinese. I believe you can change the installation display language but I don't recall.

Hi, I actually already checked it and it was set to US English. In fact under Region and Language -> Location tab -> Current location = United States. Any other ideas?
