The overall business requirement is to develop a component that maintains pricing information on a set of parts. Parts are identified by an integer part number. The component needs to support two operations:

Setting the current price on a part
Getting the current price on a part

can you tell me how o define mode for this in java

You need to first decide which technology you will be using to store/retreive this information. Is it going to be stored in a database? Which database? How will you access the database? JDBC, or JPA?

Okay, so far so good. And have you designed the database table (or tables) which will contain the information you're asking about? If so, then what do those tables look like?
