Application removal problem

I have a struts application that I cannot remove with the manager console in Tomcat 4.1. It deletes everything except the struts.jar file which is in the lib directory of the app. When trying to delete this file manually, I get a sharing violation error. So I tried to stop the application and delete it but the same thing happens. I have to stop Tomcat and then manually remove the file in order to get rid of it. Why is Tomcat holding on to this?

It is because Tomcat is still loading and using some of the files in your applcation. So security alert might happen, if you try to delete manually... It's a normal process that you have to stop Tomcat before removing applications running in it...
