Changing the default jsp page

I am trying to change the default page when www.mywebsite.com is sent from a browser. The file I want it to point to is under TOMCAT HOME/webapps/welcome/index.jsp

In the server web.xml file under conf, I changed the <welcome-file> entry for jsp to /welcome/index.jsp and didn't work, and tried welcome/index.jsp and also failed. Is there another line I need to edit? Thanks

Change your app's name to ROOT and replace the current ROOT app (which shipped with Tomcat) with it.
 
Don't get me started about those stupid light bulbs.
