JSP pages to be placed inside Webapps directory.

No, they are not.
Webapps go in the webapps directory.

Tomcat's documentation has a "First Web App" tuturial that shows you exactly how to create and deploy a webapp. This is your best bet.

Do you have Tomcat running already? It comes with a sample web app called "jsp-examples" which would typically be accessed at http://localhost:8080/jsp-examples/
