JBuilder is pretty cool for J2EE 1.2.
If you are particular about J2EE 1.3, have a look at Pramati Studio (at www.pramati.com web page )
Their J2EE 1.3 stuff is pretty good, and upto JBuilder, we feel.

We are evaluating JBuilder and Pramati IDEs; While we are more familiar with Borland, We are quite impressed with the tools these guys (Pramati) have on their IDE.Their 3.0 version is especially good for J2EE 1.3, and we havent yet seen JBuilder's J2EE 1.3 support (though their J2EE 1.2 support is quite good).I would advise you look at JBuilder and Pramati, and decide based on your requirements.
