The Scheduler is part of WAS enterprise edition. Thus, you probably need WSAD-IE to test this function. You can code your application on base WSAD and then deploy on a WAS ee server.
You could always set up a remote debugging session between WSAD and the WAS ee server.

I am running IBM http server based on apache 1.3.26. I would like to analyze the server logs to see which pages are getting accessed, etc. I tried scratchy but it didn't seem to work. Does anyone have any good suggestions for a http log analysis tool?

It sounds like you're running a version of WSAD that could use some updates. Go to the install/update perspective and look for some updates on the web site. I would also recommend going to the IBM redbook site and downloading 246957.
