problem with JDK version in IDEA

I am using IDEA3.0 and in my project I have connection class that implements java.sql.Connection class.My projet is supposed to work with jdk1.3 and hence my connection class doesn't define methods that are in JDk1.4 java.sql.Connection class.Inspite of the setting of target jdk in the project ,still IDEA uses the jdk1.4 to compile and hence gives an error.I am not sure if this is a bug or I am missing something but any help on this will be highly appreciated
