I hear WSAD is based on Eclipse. How much of WSAD is Eclipse? I mean, if one is productive on one of them, can s/he be equally productive on the other in a short time? Or, is there some learning curve?

My 10 paise.........
If you have worked in Eclipse you could straight work with WSAD.... No learning curve. However you should understand that Eclipse is just a basic platform/framework(..better check the site for a better explanation on Eclipse). WSAD has a whole set of new features(or rather plugins). So if you were to use those features(which is not availabel in Eclipse) you will have to learn to use those.
On the other hand if u have worked with WSAD there is absolutly no learning curve with Eclipse........

I've just recently started using WSAD 5 at work after using Eclipse at home for the past year. WSAD is just like Eclipse, but has many more features. I was pleasantly suprised...
You will have an easy time moving from Eclipse to WSAD
