Can not stop tomcat in Eclipse

I use Eclipse 3M7, tomcat 4.1 and sysdeo tomcat plugin. When I first time start tomcat in Eclipse and then to stop it, the tomcat can not be stopped. If I restart tomcat, the 8080 port is reported in use. So I have to modify server.xml of tomcat to change the port and then can use it. And after this, I can start and stop tomcat successfully. But if I restart my computer, this situation is occured again. It confused me. Can anybody help me?
