how do i integrate Eclipse IDE with WinCVS for the version control on a windows operating system

WinCVS is a CVS client, isn't it?

Eclipse comes with its own CVS client, so there isn't any need to integrate anything. All you need to do is configure the CVS repository location in Eclipse. You should find more about CVS integration in the online help of Eclipse.
