Of course, most IDE support Struts... Since it's been widely used in the industry for long, IDEs without Struts support will stay behind those with one...
I usually use JBuilder and it does support Struts... And I used to use WebSphere Studio as well and it has the feature that support Struts as well...

If I remember correctly, there is also at least one Struts plugin for Eclipse.

Several. I have 3 just in my Eclipse plugins bookmarks...

Hi,
IBM's WebSphere Studio Application Developer 5.0 has struts support. It makes use of web diagrams and wizards.
