You don't. It's a framework that is to be used by other plugins. It doesn't provide any functionality directly to the user, as far as I know.

That is correct. The Graphical Editing Framework in Eclipse (or GEF as it is known) is a toolkit used by commercial and non commercial plugins alike. You can see it in action in SWT Designer, various WebSphere Application Developer views, and the Visual Editor project to name a few.
