I am new to IDE Eclipse. I installed the eclipse on windows2000 professional and installed the jre under c:\eclipse folder

C:\eclipse\jre\bin I downloaded

then run eclipse but no java available under window->open perspective.
Do I need specify the path somewhere in Eclipse? I tried several ways and didn't work.

can someone help me?

First check whether the java perspective is in the other perspective list. It doesn't necessarily show up in the main list until you have used it.

Also, did you download the version of Eclipse for Java? There is also a base version that doesn't have java support.
