For some reason Eclipse is creating my class directory outside of the WEB-INF directory. Is there a option that I am missing?

Matt,
You need to set the project build path to something like WEB-INF/classes.

Right click the project and select properties. It is the first tab on the build path near the bottom.

Don't get me started about those stupid light bulbs.
