Eclipse 3.1 Tips and Tricks / about.ini problem

I'm trying to get an entry in the Eclipse Help->Tips and Tricks, without success. I've created an about.ini with a properly formatted tipsAndTricksHref property (I've tested it in the JDT plugin's about.ini), and put the about.ini file in the plugin directory.

I restart the platform after making any modifications to the configuration files, but my entry does not appear no matter what I do. Even editing the help.base preferences file didn't produce results!

I can make any one of the three existing Tips and Tricks entries appear, disappear, or point to other topics, but I can't get mine to work. Extensive searching in Eclipse.org's Bugzilla system, plus several online resources such as search engines, has revealed no further information than to perform the steps I've already performed.

Am I missing a step somewhere, perhaps one that Eclipse.org forgot to include or that I just overlooked?

This problem occurs on 3.1 M4 and M5.

Any ideas?

In case anybody's interested, the solution to this is to create a feature and add it to the features folder. Then Eclipse will read the about.ini file, and away you go.
