Hi,
I want to know if CVS has the capability of retagging.
I mean, if I have a tag build_0001, and I want to copy the tag build_0100, so that the files in build_0001 and build_0100 are the same.

Yes, files can have as many tags as you want. Take a look at CVS's rtag command.
