Can you please tell me if there is a jsp debugger plugin available in Eclipse? I know MyEclipse comes with a JSP debugger, but I am looking for something which is freely available.

Yes, if you have the Java EE / WST (Web Standard Tools) installed then you can also debug JSPs.
