I'm looking for a source control product for java that can run on a windows server (not the client but the actual source control server). Anyone know of one? Preferrably open source.

CVS-NT runs on Windows as a source control server. It isn't open-source, not that I know of, but it is free as in beer.

SVN runs on windows without problems, as far as I know.
