CVS Doesn't recognize change

We are having a little problem, One developer makes changes and another developer tries to get the most recent code , and cvs returns this message
"There are no changes between the workspace resource and the remote"
Please any suggestions would be welcome

Abiodun,
Are both developers pointing to the same repository and project. Also confirm both developers are pointing to the HEAD stream.

They are pointing to the same repository and project , although they are using the same USername to access the repository , when i now created a new user and assigned it to the second user, the user was now able to see the changes, i don't know why but that solved the problem

Maybe something was caching the data thinking the user had already seen it?
