NetBeans works with tools such as CVS and subversion. This is great to track code changes. But what about integration with bug tracking tools? Are there any plugins? (The holy grail being to prevent developers from working on code without a change request in hand.)

I not sure but I think they are available bundled with the latest version. There might be plugins also just check this Hope this helps

I don't think that there is a plugin that can stop developers from editing code unless there is a change request. I guess that Clear case does something like that, but that's proprietary for IBM, you'll have to use their own versioning platform and IDE, and of course it's not netbeans based.
