The general policy for new topics is to get lots of discussion going in one of the other forums (Other Java APIs or one of the Java in General forums, for example). When there is a lot of steady discussion on the topic (several messages a day at least), then suggest a new forum here.
Do you think Java Security is making several messages a day yet?
