I have a cluster of Application Servers (Oracle 10g) running on separated Linux enterprise 4 environments. I need to make sure the time on all the Linux boxes are the same at millisecond level. How can I do it?

Have a look at Network Time Protocol(NTP).
 
Don't get me started about those stupid light bulbs.
