where do you put frame code?

Talk about your most basic of basic questions. I'm trying to
play with some frames, and I'm just wondering in which file you
put the frame code.
If you have:
<FRAMESET COLS="25%,75%">
<FRAME SRC="whateverA.html">
<FRAME SRC="whateverB.html">
</FRAMESET>
In which of the 2 files do you put it in? Does it matter?

The frame code goes in a separate html file. So for you example, you are going to have 3 html files. One is the page you direct everything to, like index.html and this will have the code you wrote below. And then you have the two whateverA.html and whateverB.html files that load up in your index.html file.
