Problem with "onClick"

Basically I am writing code that allows a user to input a value from a list and the page will position itself at that point in the list of values.
I am using a function called "focusOn":

This code is being referenced by the following code:

In Netscape if a user enters a value in the text field and clicks the link, it goes to that code on the page. In IE, the page doesn't move.
Any thoughts? (I already tried onSubmit rather than onClick)
