Appearance of %3d %4f type strings in URL?
Is this related to some dynamic redirecting..
ie, DHTML....

I think those are URL encoding.

%xx is the IETF encoding of ASCII character.
Use unescape(text) to convert IETF to ASCII and escape(text) to convert ASCII to IETF
 
It is sorta covered in the JavaRanch Style Guide.
