How does one promote a site on the WWW? For example, improve ranking in a google query, directory rankings, link exchanges to name a few.
The site is being developed in plain HTML with some PERL for scripting.

Google works by the number of links it finds, there is no way to move your site up in the ranks. NEVER NEVER pay for any site that ways taht you can get your site on google or any search engine. It is full of crap. You can subnmit your site to certain search engine, but most search engines just spider off of other site s to get to yours.
