Table Formating

I have a form spread over three inner tables, the three inner tables are enclosed my a outer table.

The problem is that one of the tables the middle table has more rows in it.
This has caused a weird side effect in that the other two tables both the forms have moved to the centre of the table leaving a gap at the top of both tables.

How can I ensure that no matter how many rows a inner table has, the form data in the other two tables will start from the top, eliminating the gap.

add to the cell that contains the three tables: valign="top"
