What are the things that i need to handle to make my website browser independent?
I understand some things in javascript such as iframes and layers are platform dependent however if there is a list of browser discrepancies so to say, please direct me to it.

All current day browsers handle iframes, frames, layers, etc. No one really supports NN4.x which is all of the problems. This is a good site that talks about differences with JavaScript and CSS: http://www.quirksmode.org/ .

Rule of thumb is stick to standards and you will be fine (well almost).
