mobile java programmer wanted 4 project - India or Australia

I am in search for a competant Mobile java programmer for a small project.
my requirements are the person should be knowledged in
1) options of J2ME, MOBILE JAVA or SYBIAN langauge prefer MOBILE JAVA
2) MS Excel
3) MS Access for data capture then migrate to IBM DB2
4) Windows CE (mobile)
5) being able to succesfully send and recieve data via GPRS SMS MMS

This is a basic outline of the over all scope of works.
We belive this would be 4-6 weeks of work on a part time basis. if the project is successful then
with further development this would go on to be a much larger and permanant oppertunity.
