Encoding Issue with Javascript

Japanese sample text is " にほんごが入力できない"

textbox is created by a javascript as a floating textbox...

I type keys "nihongoganyuryokudekinai" with kana- mode in the textbox, that is mode to enter Japanese char.

While typing IME controll seems be diabled, and text appears as "nいhおnngおgあnyううryおkうdえkいnあい"

we replicated this problem with Tiger 10.2-10.4 x Safari 2.x

a floating textbox? You have the right encoding on the page?

Yes,, it is a floating textbox ,created using <div> tag.. i have set the encoding as charset="utf-8" in <script > tag.
