Opening a new html page from within frame

Hello,
I have a frameset in my website:

Now when user clicks on submit button in food.htm, this opens a new page order.htm, but unfortunatley this page just replaces food.htm in the frameset.

What I would like is for the entire frameset in the browser to be replaced with the new page (order.htm) just like when you go from one page to the next in a web site.

Using javascript, and the open("order.htm",...,...) function within the food.htm page, I can achieve this (without actually submitting the form).
But this doesn't allow me to get the parameters passed if I had just used submit.

Is it possible for me to open the page in the browser (on its own, not in frameset) as well as passing the parameters to it from the form in food.htm
