how to pass an attribute to a request?

Hi I want to pass an attribute to the request with javascript.I tried with the following code but when I do a request.getParameter("kbaseId")the attribute gets no value, just ""....

window.top.frames['main'].location.href="../flagKBaseAsProduction.do?refreshTree=true&kbaseId="+ currentKbId;
return;

What could be wrong?

Is the value of currentKbId reflected in the URL that shows in the address bar?

P.S. The correct term is "parameter". The term "attribute" has multiple other meanings.
