Question on the meaning of * * selector

I found this listing in a CSS file.
mainNav,#secondaryContent {
padding-top: 20px;
padding-bottom: 20px;

#mainNav *,#secondaryContent * {
padding-left: 20px;
padding-right: 20px;

#mainNav * *,#secondaryContent * * {
padding-left: 0;
padding-right: 0;

I take the second selector to mean everything that is in maninNav and secondaryContent should have the following rules.

What does the third selector with the double * mean?
