If I do "new Date()" on javascript it will display the current time based on where the user opens the browser.
How do I display the current time but it needs to be based on a speficic timezone (Pacific TimeZone) no matter where user opens the browser?

You need to use getTimezoneOffset()

When I do

it will give me information based on local time only, right?
How can I put the information about the Pacific TimeZone?

You subtract this timeZoneOffset from the current time and than you add the PST time difference to it. This all relies on the user having the correct time.
