problem in using onchange function

I use <select> tag and create a dropdown box. What I want to do is moving to different page when user select some value in dropdown box.

So i use onchange() handler. It works fine. But the strange thing is for example:

I have 4 options, A,B,C, D. When user first enter that page, option A is default to be shown up. if I select B, C, or D , then it works. If I select A, it seems that it will not trigger onchange()handler.
