Newbie-Quest. How to split window in frames

Oi!
I want to generate two sights in a HTML-document, one like a main frame with the main content, and another like a Table of Content showing a bunch of links that should (when clicked) open in the main frame.
The content is stored in an .xml-file and served by a servlet. Is it possible not to use JavaScript to generate multiple frames?
Does anybody have some lines of code to look at, or is there a tutorial explaining what I would like to know? (I am currently working with Saxon.)
Thank you.
