If you are using Oracle, you should check out the java/xml tools available for download on the Oracle Technology Network, specifically the java xdk. You may need to register first, but after you do, you can follow this link: http://otn.oracle.com/software/tech/xml/xdk_java/content.html
Other db vendors probably offer similar java api's.

This may not be what you're looking for, but dbXML is a native XML database.
http://www.dbxml.org/ and http://www.xmldb.org/
If you're using DB2, they have an "XML extender"
http://www-4.ibm.com/software/data/db2/extenders/xmlext/
Finally, SourceForge has a database to XML converter

Where is the source forge stuff?
I am interested in converting an MS Access Database to an XML file. Is this possible? Or is it only possible with the big RDBMSes?
