XML is often discussed in the context of Java. Is Java and XML inherently tied together?

NO and that's the beauty of it if you think about interoperability. XML is an independent language. You can generate some XML with a program written in any language and use that generated XML file with any other program written in any other language provided parsing libraries for the chosen language exist.
Java and XML are not tied together but Java implementations of XML parsers are very easy to use and that's what makes it look like they are tied together

Just some nitpicking on Valentine..
XML is not a language albeit the 'L' in the definition. XML is really a way of representing data. Although it has some of the features that describe a language such as syntax and grammer, it does not have an instruction set and repertoire of program tools. In essence, it can be called a language but only with a limited sense.

Sorry Ajith, you're right XML cannot be called a language, I agree... I really have to think more about what I write...
