can you translate me the English?

http://www.xml.com/lpt/a/98/10/guide2.htm tells "Like comments, they [processing instructions] are not textually part of the XML document, but the XML processor is required to pass them to an application". I thought that XML parser is that application.
What is "textually" and what is application?

An application is a class which uses a parser to read an XML document.
